The LEGACY Project expands civic education across Missouri by connecting teachers and students to the ideals, history, and institutions that define the United States. Through professional development seminars, civil dialogues events, and student projects, the Kinder Institute and eMINTS National Center are preparing the next generation of civic leaders in celebration of America’s 250th anniversary.

Legacy Details

Kinder Institute provides seminars in Columbia and regional areas for teachers and community members to learn about Constitutional Democracy and Civil Dialogues. 

eMINTS provides a 40-hour, hybrid professional development experience including:

  • A self-paced, online course (12 hours)
  • Two days of face-to-face professional development in Problem-Solving Through Inquiry (PTI) Pathways (12 hours) 
  • Five Virtual Sessions with an eMINTS Coach (10 hours)
  • A Celebration Day (6 hrs) – Year One celebration is the U.S. semiquincentennial. 
  • Teachers completing eMINTS Professional Development are eligible for a $1,000 stipend.

Only twenty new teacher seats are available per year, and teachers have the option to participate up to three times. 

A U.S. Department of Education American History and Civics grant awarded to Kinder Institute and eMINTS in September 2025 provides LEGACY PD, seminar, and stipend funds.


The eMINTS Instructional Model (eIM) shown right is made up of quadrants including High-quality Lesson Design, Community of Learners, Authentic Learning, and Powered by Technology. 
The eMINTS Problem-Solving Through Inquiry (PTI) program builds on the eMINTS Instructional Model infusing inquiry-based learning, PBL, and the five Es of problem solving.

What this Grant Supports:

Through the LEGACY Professional Development Seminars, middle school educators across Missouri are invited to explore new ways of bringing civics and history to life in their classrooms. Designed and led by the eMINTS National Center, these seminars blend online and in-person learning to help teachers design meaningful, inquiry-driven instruction that connects directly to their students’ communities. Participants begin with an online foundations course introducing eMINTS research-based best practices and then join a two-day, in-person seminar focused on the Problem-Solving Through Inquiry (PTI) model. PTI combines real-world problem solving with local context, empowering teachers to guide students in identifying community issues, researching potential solutions, and engaging with local decision-makers.

After the seminar, teachers receive personalized coaching and support as they implement their PTI units during the school year. Each spring, educators and students gather for a Celebration of Learning to share their projects and highlight how civic inquiry can strengthen local communities. Over three years, the program will reach more than 100 teachers and an estimated 6,000 students—creating a ripple effect of civic engagement across Missouri’s schools.

The Civil Dialogues Event Series (CDES) invites citizens, educators, and community leaders to participate in open, respectful discussions about pressing civic issues. Founded by University of Missouri alumnae Linda Lorell and Jean Becker, CDES brings together panels of experts and local residents to model constructive public discourse. These forums encourage participants to explore differing perspectives, ask challenging questions, and discover shared values rooted in America’s democratic traditions.

Events are held both in person and online to ensure access for communities across Missouri, particularly those in rural regions. Each Civil Dialogues event embodies the belief that healthy democracy depends on the ability to listen, reason, and disagree with respect. Through this series, the LEGACY Project works to restore civic trust, strengthen community connections, and inspire renewed participation in the democratic process.

The Constitutional Democracy Academies (CDA) are immersive experiences hosted by the Kinder Institute on Constitutional Democracy. These academies connect educators and students to the ideas, people, and documents that continue to shape American democracy. Led by University of Missouri faculty, CDA seminars combine historical insight with modern application, exploring topics such as constitutional design, checks and balances, and civic responsibility in contemporary society.

Each year, the Kinder Institute hosts a two-day CDA seminar for educators in Columbia, Missouri, as well as regional academies throughout the state to expand access for rural participants. A summer academy for high school students extends this learning pathway by bringing youth together to discuss founding principles, engage in civil dialogue, and reflect on how history informs the nation’s future. Together, these events cultivate a statewide network of teachers and students dedicated to informed, reasoned, and responsible citizenship.

The Missouri Civics Bee, hosted by the Kinder Institute, celebrates the knowledge, curiosity, and civic spirit of middle school students across the state. In partnership with local chambers of commerce, the Civics Bee challenges students to research issues in their communities and propose thoughtful, realistic solutions. Finalists present their ideas at the State Historical Museum of Missouri, with top competitors advancing to the national competition.

Each year, the event brings students, families, educators, and civic leaders together to honor the values of participation, service, and informed citizenship. By connecting young people to the processes of democracy, the Civics Bee embodies the LEGACY Project’s mission to inspire the next generation of civic leaders.
